 OWANA Winter 2025 In-person GVM meeting notes, first hand experience reporting and snapshot presentation photos.

Excellent, dare I say packed Matthews Elementary Attendance Auditorium. I visually counted and would say there was easily 50+ people there to listen, etc.

13 Brand New Volunteer OWANA Steering Committee Members were ratified, and accepted into their new positions. 3 of the New Committee Members gave a brief intro speech.

OWANA always needs funds, donations and money. 

Spread the word about OWANA, bring your West Austin Neighbors.

The Zoning Committee especially needs additional people. 

CG&S Design Build brought a feedback flyer. They plan to make a Presentation to OWANA in the Spring of 2026 and were curious as to what members would want to learn about remodels and home additions. CG&S is a local company and has been in business for 70+ years. It wants to educate owners about the remodel process, city codes, permitting etc. 

Donna & Sheila of the OWANA ZONING Committee stated the YMCA Millennium Town Lake Development proposed project is still in the early stages. a Traffic Impact Study is being performed. the PUD is still in process. Check the OWANA Website for Zoning Updates

Next Up was the #1 Presenter, the Under Contract Possible Buyer of the St. Luke's Church on West Lynn and 14th street.




  • Per the buyer, developer he invests and develops, "culturally relevant projects."
  • the St. Luke's Property is currently Zoned Residential Multi-Family, if he as the buyer can NOT get it zoned Commercial with the City of Austin, he won't buy it.
  • If it does get successfully rezoned to Commercial then....
  • He'd like to keep the existing beautiful church, and the major Commercial Tenant would be very similar to the BookStore Cafe in Hyde Park on Speedway, (wink wink)
  • He'd like for the primary entrance to be on West Lynn
  • The Church structure would remain, there'd be a bookstore, cafe, coffee, wine, and it would close around 7 pm. 
  • There would also potentially be a rear ART GALLERY business tenant and some Architect Professional Office Tenants
  • The Existing Parking LOT with 20 spaces will stay and remain. 
  • The Rear House along 14th street will remain, unchanged for the time being. 
  • 1 OWANA neighbor stated, "West 14th street is already too busy, with parked cars and traffic,"
  • The buyer stated, "the City of Austin has no parking minimums"
  • The buyer states he lives in Pemberton and their meetings have 10 people at most.
  • The buyer stated," hopefully if successful, the project will be completed in 1 years' time.
The 2nd Presented was a "Save our Springs" Representative and also a member of the "Better Mopac Coalition," 


  • It is a myth that 18 wheeler trucks are NOT allowed on Mopac.
  • The SOS Rep stated he thought the developers vision is to create and connect a continuous highway road LOOP from Interstate I-35 South to SH45 to the South Mopac Expressway through Austin Texas's Mopac.

the 3rd and final presenter was the President of the Clarksville Community Development Cooperation: Ms. Felicia Miller. She is a direct descendent of Clarksville residents. click here to visit the CCDC website


  • The Historic Haskell House on Waterson Avenue, west of West Lynn often has events and you can learn about the History of Clarksville there.
  • OWANA asked, how can we help the CCDC
  • Felicia was impressed with OWANA human crowd turnout of 50+ people. She said, "yall can fill a room."
  • Felicia and the CCDC and OWANA are invited to a Christmas Caroling evening on December 14th. 





Last announcement was former City of Austin and West Austin Councilwoman Ms. Kathie Tovo is politically running for the Texas House #49 Seat, being vacated by Gina Hinojosa who I think is running for Governor of the State of Texas.
